In the decreased position:

The high frequencies are passed on to the tweeter through the capacitor and attenuated by the two resistors in the path. The lower frequencies are passed through the inductor to the woofer.

In the normal position:

The high frequencies are passed on to the tweeter through the capacitor and attenuated by the 1 resistor in the path. The lower frequencies are passed through the inductor to the woofer.

In the extended position:

The high frequencies are passed on to the tweeter through the capacitor and all the frequencies are passed on to the woofer.

You can see that the capacitor is always used to block the low frequency audio from reaching the tweeter. The tweeter would burn out without the capacitor and mechanically the tweeter cannot reproduce the low-frequency audio. The woofer has no problem electrically receiving the high-frequency audio. It does have trouble mechanically reproducing the high-frequency audio sounds.
